I hit this too on a freshly reinstalled system. Looks like from https://github.com/rust-lang/cargo/issues/3437 that cargo requires bootstrapping.

Emerging dev-util/cargo-0.14.0 first allowed cargo-0.15.0 to merge.

How does one install rust from scratch now?
If I want to force cargo-0.14 I get

This version bump was done incorrectly. I'm presently on vacation and have very slow internet access. I will look at fixing this when I return. The other maintainers or whoever did the bump are welcome to fix it before I return.

don't try to install rust and cargo in one step; at least that worked for me that I wanted to install cargo as JA2 Straciatella dep, it pulled rust and failed on cargo then, after that I've found this, tried to emerge just cargo 0.14.0 and it worked

@Doug: well, after all, it isn't keyworded as stable, it was user's choice which one to unmask, sometimes the edge is just really bleeding, no need to be upset over someone's failed attempt (yeah, I know, someone touching code I'm assigned to causing bugs having to be resolved by me instead of him isn't a funny thing, but he who is without sin throw a stone ...) - to be honest, I've diffed the ebuilds and I can't figure out what should be wrong about the new one at the first glance
