It was fixed by upstream in mailutils-3.1.1 release: https://lists.gnu.org/archive/html/info-gnu/2016-12/msg00008.html Please update the ebuild.
I confirm too. It's a package dep for smartmontools. Can this be a choice with a use flag?

Ppl at #gentoo(freenode) advised me to use USE flag minimal so there mailutil,mailx was not need to be installed. Thanks.
I am experiencing this issue even with the minimal USE flag set.

(#echo "sys-apps/smartmontools minimal > /etc/portage/package.use/smartmontools") . net-mail/mailutils has no minimal USE flag.
This can be fixed in 3.1 with this patch that recovers the missing argcv.h file: https://github.com/apinsard/sapher-overlay/blob/master/net-mail/mailutils/files/mailutils-3.1-argcv.patch But as already said, bumping to 3.1.1 will fix the issue as well.
