Here I open a new ticket in response to

The website xemacs.org is down since July 2016.
The title page was 
"last modified Sun Mar 31 00:01:31 2013 UTC"

If the $HOMEPAGE is not available soon one could set the variable to one of

https://wiki.gentoo.org/wiki/No_homepage

Is there an official git* mirror?

To early maybe for declaring "saved by the bell" but as from today the xemacs homepage is available again.

I have started a dialog with the remaining upstream developers what can be done in getting the download address, ftp.xemacs.org, work again which is a piece in the puzzle of supporting xemacs packages on gentoo.

The home page has been up now for a while so it seems upstream is serious to keep it that way. More services are being added so things are getting better for upstream when it comes to working infrastructure.
