sys-apps/darwin-miscutils-11 is available as an update in portage but it fails to build. All other packages are current as of this morning

This issue does indeed seem fixed in the latest version of sys-apps/darwin-miscutils-11, but it is included in the "last known good" snapshot version that the current bootstrap script refers to (20161222). darwin-miscutils-11 does compile fine with the latest snapshot (20161227 at the time of this writing), but with that version the bootstrap build of libarchive-3.2.2 fails with the following message:

The obvious reason being that libtoolize isn't available.

Should I file a new bug report for this error?

Yes.  So you need a snapshot bump for this bug, the libarchive one is a separate one.  You'll run into binutils-apple failing most likely.
