Package is a part of an overlay. Please open a bug with the respective overlay maintainer.

OK; How does one go about finding out the details of where to post a bug
for a given gentoo overlay? Any suggestions are appreciated, as I'm not sure
who/how to track down those (gentoo-devs) responsible for the palemoon overlay?

Perhaps Palemoon is ready to be moved to the portage tree? Palemoon has become very popular on gentoo-user, for a variety of solid reasons.

THX,
James

Keeping status "INVALID" because it was never a Gentoo problem but we didn't fix a problem.

@ James:

If you have the package installed execute

# emerge --info <cat>/<pkg>

i.e.

# emerge --info www-client/palemoon

This will tell you the repository, i.e. something like "::palemoon" (only if it will tell you "::gentoo" it is an official Gentoo package).

Now if you are using layman use

# layman --info palemoon (or the name from the overlay you are using)

to get more information about the repository. This should give you all required information to get in touch with the person which overlay you are using.

Judging from https://overlays.gentoo.org/ I guess you using https://github.com/deuiore/palemoon-overlay ...
