Which version of libpcap did you use? I would think that is kind of important as that is what is being tested.

Tested against net-libs/libpcap-1.7.4. Yes, I read in the stabilization request that you also requested libpcap-1.8.0 but because tcpdump doesn't require >=libpcap-1.8.0 the build host scheduled update of libpcap in lexical order like stated in the bug.

With libpcap-1.8.0 test suite is passing. So please consider enforcing of >=net-libs/libpcap-1.8.0 dependency in tcpdump's ebuild.
