It's kinda curious since -9999 installs it just fine. Maybe 3.9.1 will fix it.

This happens because libcxx experimental features such as filesystem require additional cmake flags not currently being passed by the ebuild i.e. -DLIBCXX_ENABLE_EXPERIMENTAL_LIBRARY -DLIBCXX_INSTALL_EXPERIMENTAL_LIBRARY -DLIBCXX_ENABLE_FILESYSTEM
