According to the Debian bug at https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=843384 , the issue here is the fact that libpcap stopped including "remote-ext.h" in it's source starting at libpcap-1.8.1 and was purportedly restored in libpcap-1.8.1-3.  

I confirmed it still isn't provided in our net-libs/libpcap-1.8.1-r1, and our libpcap-9999 fails to finish it's own patching on my system:

Digging a little deeper, I cannot find that header from libpcap (all the way back to version 1.4 on github), but I did find it in nmap under "mswin32/pcap-include/remote-ext.h".

fixed in libpcap 1.8.1-r2 and ostinato was bumped to 0.9
