Add a custom script that lists all non-devs with active editbugs.

- MUST be a table
- MUST be in gentoo-dev to view page
- MUST show last bugzilla login
- MUST show watchers
- SHOULD be sortable
- SHOULD be grouped by watchers / no-watchers
- SHOULD show who/when granted editbugs
