i have streng line now

/etc/init.d/net.eth1 stop
 * Bringing down interface eth1
RTNETLINK answers: No such file or directory
Error talking to the kernel

previous stable version not shown it before

Does "ip link show" display eth1 as a valid interface name?

I think the routing cache may be a red herring. I get a similar message and I traced it to the poststop routine in the l2tp module. The test routine _is_l2tp uses: 

ip l2tp show session

which gives off the

RTNETLINK answers: No such file or directory
Error talking to the kernel

message. I'm guessing that it's because their is no L2TP support in my kernel although I haven't tested that yet.

Just tested the kernel options, ip needs l2tpv3 enabled to stop the error message. I tried upgrading to iproute-4.10.0 on the off chance that would fix it but no good. I guess just swallowing the error message with 2>/dev/null should do the trick as I for one don't want to enable l2tp on a hardened kernel for no reason.

One problem is that _is_l2tp() function uses "&>/dev/null" as redirect which is not supported by all shells (like app-shells/dash). In order to get this command silenced unter these shell, we need two redirects: "2>/dev/null 1>/dev/null". 
I have prepared a patch that I will push to netifrc repo soon.
