Ebuild of s2tc 1.0

Please support s2tc as replacement for s3tc to avoid license problems.

I know we are close for s3tc license expiration, but we can't make people to accept a license for that if there is a free option currently.

Ebuild taken from zugaina, and tested since lot of time without much problem, quality degradation can be seen, but not really a big problem

The patent on S3 Texture Compression expired on October 2, 2017

Is now part of mesa.
