Elation will not compile unless the e17 library, emotion, is already on the system.

Reproducible: Always
Steps to Reproduce:
1.emerge elation 
2.make gives many errors
3.doesn't compile

Actual Results:  
elation didn't emerge

Expected Results:  
hmm...

This package needs to have the emotion library as a dependancy for this package
to compile correctly.
