reiser4progs-1.0.0.ebuild

Changelog:
* NEWS file is empty so I removed it from dodoc
* I added a static useflag because you are able to use the bins from a livecd
for recovery and conversion to new format then

The static useflag is not tested .. but the code it should work.
Perhaps we should add a hint for "debugfs.reiser4 -C device && fsck.reiser4
device" or should the reiser4-users read the read.me on the mirror themselfes?

mafteah: nice ebuilds but none of them contains my improvements .. would be
