Previously when I had editbugs privileges, I had whines set up to email me on various changes. Whilst I am not contesting the editbugs situation, I would like to get whine access reinstated, so that I can keep track of the things linked therein.

We don't offer single group memberships due to the administrative overhead.

Any particular reason regular users can't create whines? what's the rationale?
