As in summary
Such status of bug reports are highly misleading. When more info needed, bug report can't be marked as resolved, obviously. For same obvious reason, resolved test request can be used before actually test happened by reporter or any other interested person. Proposal to change to simple "NEEDINFO", "TEST REQUEST".

No, it's not obvious. RESOLVED bugs can be re-opened at any time. Consult the status docs for more information.

it is not.  you're asking for a large community change which means you need to consult the community.  infra does not dictate community behavior, they react and serve the community.

if you don't want to interact with the community, that's your problem, and this bug isn't going anywhere.
