Ebuilds in sys-kernel/development-sources do not declare a PROVIDE keyword. I expected them to provide virtual/linux-sources. This prevents me from just using development-sources as my kernel without emerge mocking about a missing kernel.

They don't need to - it's handled by the kernel-2 eclass.
