when setting the locale Gentoo is presented this issue of quotes

adding pt_BR.UTF-8 UTF-8 and pt_BR ISO-8859-1 locale in /etc/locale.gen file and generate the variables present locale error in quotes and show square

That might rather be a limitation of the used consolefont.

What consolefont do you have in use on that system? 

Perhaps the issue disappears when using a console font from the media-fonts/terminus-font family where this issue should not be present.

Thank you, it was not a bug but a problem with the chosen font
