Build fails because waf cannot pick additional libraries, e.g. libxcb-shape:

Try rebuilding the packages providing these 2 libs:

The correct command would be:
'emerge -a1v /usr/lib64/{libavdevice,libcdio_cdda}.so'

Please try the suggested command and then rebuild mpv. Your errors can indicate linking problems in the aforementioned libraries.
Don't forget to clean the working directory as I've noticed you are reusing it from previous builds.

Reopen this bug if the problem is still reproducible afterwards.

These libraries are already linked in. But there are 2 problems of different kind:

a) reg. xcb_shape_rectangles, waf simply does not know that this variable is in lxcb-shape. When linking it manually in, this error disappears;

b) reg. mmc_get_hwinfo@CDIO_16: this error had appeared only in mpv-21 whereas mpv-20 was OK.

Attach the output of 'emerge -pqv /usr/lib64/{libavdevice,libcdio_cdda}.so'.

This is the result of my incomplete dev-libs/libcdio-0.94 version bump (didn't adjust the sub-slot).
I am already working on fixing this.
Please watch out for =dev-libs/libcdio-0.94-r1 and =dev-libs/libcdio-paranoia-0.93_p1-r1 which schould fix this problem.
Until those versions are in portage, downgrading libcdio can be used as temporary solution (or just mask =dev-libs/libcdio-0.94).

Reinstalled dev-libs/libcdio-paranoia-0.93_p1  USE="cxx -static-libs {-test}" ABI_X86="(64) -32 (-x32)" without problems.
