horde comes with several addons (like imp, chora, kronolith, etc...)

when installed, the addons need to go into the subdir of horde in the webserver root.  for example:
htdocs/
   horde/ (net-www/horde)
      imp/ (net-www/horde-imp)
      chora/ (net-www/horde-chora)

so here, imp would need to be able to tell webapp-config, 'i need to be in htdocs/horde/imp/' instead of webapp-config telling imp 'you need to be in htdocs/horde-imp/'

can't you just say -h blah -d /horde/imp ?

You're right; webapp-config needs improving in this area.  Defering until 
webapp-config v2.
