I had the same problem when trying to emerge scipy, which depends on arpack.
I found the following tread in the forum: https://forums.gentoo.org/viewtopic-p-7224504.html I run the command emerge -O blas-reference::gentoo cblas-reference::gentoo lapack-reference::gentoo and then I was able to emerge arpack successfully. But now the scipy package, which is the actual package I want to install (it depends on arpack), does fail during emerge. Not sure if this problem is independent or not.
