After click on the right border of vertical scrollbar's slider firefox shift like after click out slider (on scrollbar)

Reproducible: Always

Steps to Reproduce:
1. Open firefox or firefox-bin v.49 (v.45 has't the bug)
2. open any long page so scrollbar appeared
3. click on the right border of slider
Actual Results:  
page scroll to another place, slider has not captured by mouse

Expected Results:  
I want to capture slider and scroll
