UnrealIRCD has stopped maintaining 3.1.x distrobutions 3.1.5.1 is the version in the portage 3.2.1 or higher is available

Reproducible: Always
Steps to Reproduce:
1.Outdated
2.Outdated
3.Outdated

Actual Results:  
If you run the IRCd you risk exploit problems seeing as it is an unmaintained
version now

Expected Results:  
Read Above

Please replace with the 2.x versions

Unreal 3.2.1 is in testing (unstable mask ~). Solution: Either wait for it to be moved to stable or unmask it and merge the package.

I just marked net-irc/unrealircd-3.2.1-r1 stable on x86.
