The LLVM_TARGETS_ use expand variable has been introduced for
sys-devel/llvm-3.9.0 and sys-devel/clang-3.9.0. For several arch
profiles the corresponding LLVM_TARGETS_* use flag has been forced.
However at least the musl profiles (which do not have the general
arch profiles as parents) have been missed.
