Sooner or later we will need to drop that USE flag and force reverse deps to really DEPEND on sys-devel/autoconf-archive when needed... maybe for the next major cycle it would be feasible :/ What do you think?
If gnome-common itself does not depend on autoconf-archive then sure.
It depends optionally (that is the configure option that the USE is toggling), my suggestion is to always force "--disable..." instead of allowing it to change
