Neither /var/lib/dbus/machine-id or /etc/machine-id seem to exist by default, but is rather created by the 'dbus' init script.

Ah, and they are also created by the pkg_postinst() from sys-apps/dbus, which dconf does not depend on.
Comment 3 eroen 2016-09-16 22:51:10 UTC
The test suite runs and passes iff sys-apps/dbus[X] is installed, and 'dbus' init script is started.
Comment 4 Gilles Dartiguelongue (RETIRED) gentoo-dev 2016-09-30 18:27:59 UTC
This should be fixed now with https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=e54317819b6161d060d8d31e7e10802351c23840.

I didn't bother making it optional at build-time since it is needed for runtime and tests.
