Bug 593318 – add gentoo-fedora overlay

Hi,

please add 'fedora' or 'gentoo-fedora' overlay that contains ebuilds for Fedora development and packaging. I have been maintaining the ebuilds as part of the 'ixit' overlay and I recently split them because the Fedora package set is fairly self-contained.

Is there a good reason to move the overlay repository from github to gentoo infrastructure?
