There is a missing dependancy of pwdb in the ebuild file for pam v0.77.

Reproducible: Always
Steps to Reproduce:
1. Start off with a system without pwdb installed.
2. Emerge pam
3. 

Actual Results:  
The compile fails and amongst the errors there is a line that says "File 
pwdb/pwdb_public.h not found"

Expected Results:  
Install pwdb before hand and then install pam

When I emerged pwdb, and then emerged pam, it installed OK.

attach full output from trying to emerge pam-0.77-r1
and the 'emerge info' as well.
