change URL

The URL for "weather-metar" data changed from http://weather.noaa.gov/pub/data/observations/metar/stations/ to http://tgftp.nws.noaa.gov/data/observations/metar/stations/. The domain name is hard-coded in the source to differentiate between xoap and metar, and requires the attached patch to allow the new URL to be used in conkyrc files.
