Arches, please stabilize this. The test suite is restricted because it requires network access, but once the package is installed, you can test it by running e.g. "A Simple Example" from its README.md at https://github.com/PHPMailer/PHPMailer.

Tested here on amd64 already.

This can't be stabilized until dev-php/phpDocumentor is, and we shouldn't stabilize that until someone has unbundled its dependencies (bug #572232).
