As far as I remember, now projects need to rely on wiki users for listing the members. The problem I am facing multiple times is that some devs don't have a wiki account and, then, as I don't have enough permissions, I need to ask them to create an account. 

Wouldn't be better if that wiki accounts would be automatically created for all the developers?

I would suggest instead to force new people have the wiki account created during the recruitment process

Sure. It would be great if developers could use all services with just one account. Until such an IDM solution is in place, people simply need to sign up (they signed up for bugs, too).

Automatic creation also isn't going to always work in our current separated identity namespaces we have now as the dev username could already be taken.
