cpp-hocon-0.1.2.ebuild

New package, as required by facter (see #591092).

I've basically followed the dev-ruby/facter-3.4.0 ebuild. Tested this on my two ~amd64 installations, and all is working well.

I do not often create ebuilds from scratch, so please check this over thoroughly before you use/include.

Dependencies are added as per the github page, but note that this includes gcc-5.0, and I'm not sure whether that is acceptable as per the current guidelines.

added a slightly modified version (we didn't need some of the cmake stuff for the sysconfigdir and the var dir thing).
