 * Last emerge --sync was 70d 5h 16m 7s ago.
[ebuild  N    ] media-sound/mp3diags-1.2.02-r1 


I also bumped the ebuild to mp3diags-1.2.03 and get the same result.

I will try to update world and see if it fix this issue.

also, partially upgraded systems are *not supported*.
