I have octave 3.8.2 installed with the doc flag enabled.  At the octave command prompt, "help zeros" works fine but "doc zeros" results in:

error: doc: unable to find the Octave info manual, Octave installation is incomplete

Please attach emerge --info octave and indicate whether you've had this working in the past with a previous version (indicating a regression in Gentoo packaging)

I am not sure if the doc command has ever been working, I don't think 
I've tried it before, sorry.

Update: the problem persists in Octave version 3.8.2-r1.

I have found a useful hint at https://savannah.gnu.org/bugs/?41054 .  Gentoo uses bz2 compression of the /usr/share/info/octave.info and the Octave's doc.m code does not seem to be aware of the *.bz2 possibility.  Perhaps running configure with an argument of "infofile=/usr/share/info/octave.info.bz2" would help (or fixing the doc.m).

This is a duplicate of bug 547100.
