bash-2.05b# emerge subversion -p

These are the packages that I would merge, in order:

Calculating dependencies ...done!
[blocks B     ] >=net-www/apache-2* (from pkg dev-util/subversion-1.0.6)
[ebuild  N    ] dev-lang/swig-1.3.21
[ebuild  N    ] dev-util/subversion-1.0.6

What is the best way to fix this, without uninstalling apache2?

Steps to Reproduce:
emerge subversion while having apache2 installed

Actual Results:  
Subversion is not installed after emerge of subversion.

Expected Results:  
subversion is installed.

set USE=apache2 in make.conf
