Applications are unable to use gnome-themes-extras' icons in SVG unless librsvg is installed.

Reproducible: Always
Steps to Reproduce:
1. emerge gnome-themes-extras
2. emerge an app capable of using a GTK2 theme
3. run the app

Actual Results:  
The app fails to show the icons and complains about not being able to interpret
SVG icons.

Expected Results:  
The software should have showed the icons.
