liquid-dsp is "a free and open-source signal processing library for software-defined radios written in C" (source: website). It's a (optional) dependency for various SDR-related tools like net-wireless/inspectrum and tools which are not yet available for Gentoo (luaradio, cubicsdr, soapysdr).
