Can you, please, take a look about upgrading bugzilla or timezone-data (either system or perl's, depends where it fetches timezones list from)?
There is some new timezones in 2016c+ timezone-data, and they're missing in profile settings.

The bugzilla host has the latest stable ebuilds for both system & perl timezone data:
dev-perl/DateTime-TimeZone-1.930.0
sys-libs/timezone-data-2016e

Can you be more specific about what timezone is missing?

For example:

Asia/Tomsk
Asia/Barnaul

Those are not even present in upstream dev-perl/DateTime-TimeZone-1.940
You need to ask upstream Perl to update their code.

Upstream for DateTime-TimeZone have already shipped versions with the Asia/Tomsk zone.

The new version is deploying on Infra servers now, should be present before 24 hours elapsed.
