Hmm, unfortunately I'm unable to reproduce that with your USE flags. ogr plugin builds fine here. Could you try latest ~arch 3.4.0?

Bug is 100% reproducible with 2 week old portage tree.
Only openscenegraph-3.2.1 is affected. I've tried all the other builds, they build fine.

Is this with gdal >= 2.0?

openscenegraph-3.2.1-r{1,2} have files/openscenegraph-3.2.1-gdal-2.0.patch.

This is more urgent now as gdal-2.0.2 is being stabilised in bug 586204.

(openscenegraph-3.4.0 stable request already at bug 584004)

Just had the same problem - sci-libs/gdal-2.0.2-r1 has gone stable and dev-games/openscenegraph-3.2.1 now fails to build - same undefined symbol error as in the build.log attachment.

dev-games/openscenegraph-3.2.1-r1 builds successfully.
