Looks, that the ecnryption of "/" isn't needed, eg. in : 
  "/packages/virtual%2Fperl-Test-Simple"
at the site
  https://packages.gentoo.org/packages/virtual/perl-Test-Simple 

A "/packages/virtual/perl-Test-Simple" should work too, or ?
