https://packages.gentoo.org/packages/updated has not changed since Monday but the gentoo infra site shows everything working.
This isn't the first time, right? I really wonder what could be the cause.
As I see it, there are two issues here. 1. the package database site keeps failing to update. 2. the infra site does not pick up the problem and is still indicating all is well.
@a3li: I think it's cache related, because it is in the git checkout on the box, and if I load up a package I know had an update, I do see the correct info. Just the frontpage and the updated page seem to lag. I haven't looked into how you're invalidating the cache presently, but maybe just checking if the tip commit hash has changed should be good enough.

At any rate, netifrc is included by now, kholidays was a keyword restore which doesn't count as 'updated'. Site seems to be running fine for now.
