Same here, but not on all installed locales. I build both "sv" and "en-GB":

kde-apps/kde4-l10n-16.04.2::gentoo was built with the following:
USE="(-aqua) handbook minimal -test" ABI_X86="64" L10N="-ar -ast -bg -bs -ca -ca-valencia -cs -da -de -el en-GB -eo -es -et -eu -fa -fi -fr -ga -gl -he -hi -hr -hu -ia -id -is -it -ja -kk -km -ko -lt -lv -mr -nb -nds -nl -nn -pa -pl -pt -pt-BR -ro -ru -sk -sl -sr sv -tr -ug -uk -wa -zh-CN -zh-TW"

But only "sv" has a collision:

Yes it's always the same docbook in several (but not all) linguas. Fix is part of the following PR (updated kde4-l10n-16.04.2-remove-dirs file):

It is, in fact, solved by 16.04.3

I can also confirm that this error is fixed with update to 16.04.3.

IMO there should be a blocker between kde-frameworks/kdelibs4support-5.24.0 and <kde-apps/kde4-l10n-16.04.3, so that Portage will get the merge order right.
