resynced, and now kde4-l10n works as expected. Looks like a fix to me :-)
for me the problem still exists. LINGUAS="en de nl" L10N="en de nl" directories where the problems are reported: /usr/share/locale/nl/LC_MESSAGES /usr/share/locale/de/LC_MESSAGES /usr/share/doc/HTML/nl /usr/share/doc/HTML/de /usr/share/mn/nl/man1 content of /etc/portage/repos.conf/gentoo.conf: [DEFAULT] main-repo = gentoo [gentoo] location = /usr/portage sync-type = git sync-uri = https://github.com/gentoo/gentoo auto-sync = true

Please test 16.04.3. 16.04.2 is dropped.
