I would appreciate the version bump.  In particular, the version of biblatex-apa package is broken in texlive-2015, because it is incompatible with the supplied version of biblatex.  I had to manually download biblatex-apa-6.8 which works.

I suggest we rename the package to texdead and leave it at 2015 forever.

What is the blocker that is preventing this to happen?

Probably manpower/lack of time.

But it would indeed be nice to have 2016 in the tree.

Could a donation somewhere entice the developers?

Perhaps the maintainer can inform us that there is no plan to update the package and or no work has been done so far? The update task is not a rocket science, but knowing that there might be an almost ready bump does not encourage to start working on this in a local overlay.
