was playing with 2.0.51_pre13 and catalyst when i noticed that pkgcache didnt seem to be working

i had binary packages in the 'normal' place, /usr/portage/packages/

i was building a stage1, so ROOT was set to /tmp/stage1root

however, when the emerge command was run, portage started building from source ... after debugging with nick, found that portage wasnt detecting the binary packages

simply downgrading to portage 2.0.50-r9 (and changing nothing else) 'fixed' the problem

Bug has been fixed and released in stable portages on or before 2.0.51-r2
