Works fine for me with dev-lang/erlang-17.5 but I can't build it if erlang-18.3 was installed.

net-misc/rabbitmq-server-3.5.7 compiles fine with erlang 18, so perhaps this version should be a stable candidate?

I'm hitting this as well with net-misc/rabbitmq-3.3.4.
3.6.2 seems to work fine, although I had to update my rabbitmq.config

Same for me with net-misc/rabbitmq-server-3.2.4; rabbitmq-server-3.6.5 is not affected.

I don't think people expect that all these versions are maintained. They aren't slotted, after all. We just need a newer version stable to go with the latest stable erlang version.
