biber 2.5 is out now and is necessary to work with dev-tex/biblatex-3.4 (see Bug 584086)

Please do not post full ebuilds, instead provide a diff to ebuilds that are already in tree. 
Your ebuild does not update the necessary dependencies (biber-2.6 requires perl-5.24), and commenting out a patch shouldn't be the way to go.

I'll create a new bug for biber 2.6
