It appears the build is using -no-upgrade but for me syncthing is still attempting to update itself.

Not sure if it's a failure of the code, or something messed with the build system or what.

I'm going to bump to 0.13.7. I guess you'll have to wait for the next update to reproduce. Maybe you should file this bug upstream.
I can confirm that this happens in 0.13.5:
