arc-theme ebuild

Hi

I would like to submit arc-theme-20160605.ebuild. It depends on x11-themes/gnome-themes-standard and x11-themes/gtk-engines-murrine.

Arc is a flat theme with transparent elements for GTK 3, GTK 2 and Gnome-Shell which supports GTK 3 and GTK 2 based desktop environments like Gnome, Unity, Budgie, Pantheon, XFCE, Mate, etc. More info can be found here https://github.com/horst3180/arc-theme.

I would suggest x11-themes/arc-theme

Thanks for your ebuild, but it's going to need a few tweaks to bring it up to Gentoo standard.

Would you be prepared to 'look after' this package in Gentoo, responding to any bugs/updates/etc? Yes I would like to maintain the ebuild and contribute to Gentoo. I am very willing to learn how I can better write ebuilds. I am not a developer to be honest, but I am open to learning.
