Arches: x86, amd64, arm

No open bugs. The changelog isn't available, but there's an ebuild for 0.10.2 in my /usr/portage from three months ago, so I think it's safe to say it's been around for a while. Also, =net-p2p/bitcoind-0.10.2 and =net-p2p/bitcoin-qt-0.10.2 are stable for these arches.

Can we just target 0.12.0 for this? I don't see any significant risk, and it's been in the tree over 2 months.

Well, 0.13.0 has been in the tree for just over a month now, and has no open bugs, so it's eligible for stabilization, right?

Latest bitcoin-0.13.1-r1 drops an unnecessary REQUIRED_USE for Qt4/5, so stabilisation of this version instead would be much appreciated.
