apply gnulib patch for Cygwin to net-misc/wget

Based on https://lists.gnu.org/archive/html/bug-gnulib/2016-03/msg00065.html

The gnulib-upstream repo still tests for __CYGWIN__, but if I understand correctly, the gnulib-list already has agreed to test for __NEWLIB__.

please rename the patch to include a ${P}- prefix, otherwise looks fine
